Start with the property boundary
A Basehor postal address does not establish city jurisdiction. Leavenworth County Planning & Zoning covers unincorporated property and directs city residents to their municipality.
Use the county’s map instructions to locate the parcel and check city boundaries. Have the responsible department resolve an uncertain boundary before applying city rules or assistance programs to the property.
Painting and construction work have different permit questions
Basehor has adopted the 2018 International Residential Code. For homes governed by that code, R105.2 lists painting and similar finish work as exempt from its building-permit requirement. Basehor’s residential amendments do not replace that finish-work exemption.
Keep that answer attached to the scope. Repainting existing surfaces is different from replacing damaged siding, altering an opening or repairing structural framing. Separate those items and ask the Building & Safety Department which permits and inspections apply to the added work. A finish-work exemption does not remove other applicable laws or property restrictions.
For example, a hypothetical exterior scope might say: “Repaint existing siding and trim; assess soft wood at two windows; price any replacement work separately before scheduling it.” That identifies the unknown instead of hiding it in a general preparation allowance.
The city also requires a business license for businesses operating within Basehor. That license, a project permit and a Kansas lead-renovation credential serve different purposes. Ask for the credentials applicable to the work; none of these checks establishes the others.
Check Basehor’s exterior grant before work starts
The city’s 2026 Residential Property Improvement Matching Grant packet lists exterior painting among qualifying repair categories. It describes a reimbursement program with limited funds, not an automatic discount on a painting estimate. The remaining balance has not been confirmed.
The packet’s eligibility conditions include owner occupancy within city limits, taxes, appraised value and household income. Confirm your eligibility and current funding with the city before relying on assistance in your budget. Interior updating is listed as ineligible.
The useful sequence is:
- Obtain a written scope and estimate, and take the requested before photos.
- Submit the city application before the project starts; confirm the approval and start-work instructions.
- Keep any required permits and the agreed work scope together.
- After completion, supply the requested after photos, receipts and financial summary for the reimbursement request.
Keep any cabinet or interior work separate in the estimate so the exterior application has a clear scope. Grant approval and contractor selection remain separate decisions.
Establish the old-paint requirements before preparation
Check the actual building age. For covered work disturbing paint in Kansas homes built before 1978, KDHE requires licensed renovation firms and certified renovators. Kansas prohibits heat guns and chemical test kits in its RRP program. Ask how applicability and lead status will be established before disturbance, and check current credentials through KDHE’s professional lists.
Make the estimate specific to your surfaces
For an exterior repaint, identify each elevation and the siding and trim materials. Photograph peeling, stains and damaged areas from safe positions. Ask the estimator to explain what caused each problem, what preparation is included and who handles repairs that fall outside painting. A coating proposal should not leave a known repair without an owner.
For interior work, list walls, ceilings, trim and doors separately, including occupied rooms and furniture that affect access. For cabinets, identify doors, drawer fronts, boxes, hardware changes and the expected time before normal use. These choices are project-specific; a Basehor address alone does not establish the preparation or price.
Compare proposals against the same list:
- Surfaces included and excluded, with repairs itemized.
- Preparation, primer, coating product and finish for each material.
- Protection, cleanup and occupied-area arrangements.
- Responsibility for applicable approvals and lead-work requirements.
